Does the AODA apply to your organisation?

Who it covers

Ontario's public sector, and private or non-profit organisations with 50 or more employees need to comply with AODA requirements.

Which standard applies

WCAG 2.0 Level AA, with two exceptions written into the regulation: live captions and pre-recorded audio description are not required. This check tests WCAG 2.2, which covers everything 2.0 asks for.

The date that matters

The website requirement has been in force since 1 January 2021. An additional requirement states that organisations with 20 or more employees should file an accessibility compliance report by 31 December 2026.

Who enforces it

Ontario's accessibility ministry, through compliance audits and director's orders. In practice, the audits can identify digital accessibility issues and find non-compliances with the regulation.

What does the free AODA check cover?

The free check tests your homepage against WCAG 2.2 Level AA. The AODA is written against WCAG 2.0, and the W3C confirms that meeting 2.2 also means meeting 2.0. This is a stricter test, and it covers the two criteria the regulation leaves out as well.

What you get: your compliance status, a count of every issue found graded critical, high, medium or low, a breakdown of which disability groups they affect, and which of the four WCAG principles is weakest. No account and no card is needed. The report arrives by email.

Compliant. Congratulations! That's rare on a first scan. Run a full scan to check your whole site, then turn on continuous monitoring to catch future changes. Our advanced tools can also check colour contrast, tabbing order and content.

Partially compliant. You've got a mix of good and bad. Work through the flagged issues using our Content and Media tools, then run the check again to confirm they're fixed. Once the check comes back compliant, you're ready for a full website scan.

Non-compliant. Start with critical and high-severity issues. Because they often come from repeated components, fixing one can resolve several issues at once. Run the check again, or let our team help with the remaining issues.

  • No. The AODA refers to your whole website, not one page. Training, feedback processes, accessible formats and more sit alongside the website rules. Only a full website accessibility audit can determine whether your site is in accordance with global accessibility regulations.

  • WCAG 2.0 Level AA, with two carve-outs: live captions and pre-recorded audio description are not required. That has been the rule since January 2021 and it is still the version the regulation names, even though most newer accessibility laws have moved to WCAG 2.1 or 2.2. This check tests WCAG 2.2, and the W3C confirms 2.2 conformance also means 2.0 conformance, so it is the stricter test. One exception: WCAG 2.2 removed success criterion 4.1.1 Parsing, which 2.0 includes, so test that separately if you are reporting formally against 2.0.

  • 31 December 2026, if you are a business or non-profit with 20 or more employees. These reports run on a three-year cycle and the last one was due at the end of 2023. Designated public sector organisations report every two years. You file it through Ontario's accessibility compliance reporting portal.

  • Yes, and it is worth knowing if you are federally regulated, like banking, telecoms, broadcasting, or interprovincial transport. The Accessible Canada Act works towards a barrier-free Canada by 2040, and new regulations registered in December 2025 will require public-facing web pages to meet a Canadian adoption of the European accessibility standard. Those requirements start in December 2027, and organisations with fewer than 100 employees are outside the first phase.
