Does the DDA apply to your website?

Who it covers

It applies to anyone providing goods, services or facilities to the public in Australia — private business, government, education, not-for-profit. There is no employee-count threshold and no exemption for small websites.

Which standard applies

The Australian Human Rights Commission recommends WCAG 2.2 Level AA as the minimum in its 2025 guidelines. This is the version we test against.

The date that matters

The DDA has covered websites since the 1990s, and Australian tribunals confirmed it applied online in 2000. In some countries, accessibility laws are relatively new, but they have been around for a long time in Australia.

Who enforces it

The Australian Human Rights Commission takes complaints and tries to resolve them through conciliation. If that fails, the person complaining can take the matter to the Federal Court.

What does the free DDA check cover?

The free check tests your homepage against WCAG 2.2 Level AA as recommended by the Australian Human Rights Commission.

Your report gives you a compliance status, a count of every issue found graded critical, high, medium or low, a breakdown of which disability groups they affect, and which of the four WCAG principles is weakest. Your report will be sent by email. No account and no card needed.

What to do with your results?

What you do next depends on which result you got:

Compliant. Congratulations! That's rare on a first scan. Run a full scan to check your whole site, then turn on continuous monitoring to catch future changes. Our advanced tools can also check colour contrast, tabbing order and content.

Partially compliant. You've got a mix of good and bad. Work through the flagged issues using our Content and Media tools, then run the check again to confirm they're fixed. Once the check comes back compliant, you're ready for a full website scan.

Non-compliant. Start with critical and high-severity issues. Because they often come from repeated components, fixing one can resolve several issues at once. Run the check again, or let our team help with the remaining issues.

  • Yes. No account, no card, no trial that expires. We ask for an email address if you want the full report sent to you, and you can see the headline result without giving us anything.

  • No. This tool analyses and gives an indicative compliance status of your homepage. Only a full website accessibility audit can determine whether your site is in accordance with global accessibility regulations.

  • No version is written into law. The Disability Discrimination Act requires that you do not discriminate and leaves the method to you. The Australian Human Rights Commission's 2025 guidelines recommend WCAG 2.2 at a minimum of Level AA, and add that you should keep to whichever version is current. Australian government services work to the latest version of WCAG under the Commonwealth's digital policy, which in practice means 2.2 today.

  • There is: AS EN 301 549:2024, the Australian adoption of the European accessibility standard. It is voluntary in itself, but it matters commercially, because Commonwealth procurement rules make Australian Standards a mandatory consideration for most government technology buying. One caveat: that standard references WCAG 2.1, while the Human Rights Commission recommends 2.2 — so the Commission's own advice is to apply 2.2 where appropriate.

  • Yes, there is precedent in Australia. In 2000 a blind complainant took the Sydney Olympics organising committee to the Human Rights and Equal Opportunity Commission over its inaccessible website and was awards damages. Globally there has been an increase in cases in the last few years.
